Frequently Asked Questions on COVID-19 Test Fund for Medical Insurance and Takaful Certificate Holders

COVID-19 Test Fund

The Life Insurance Association of Malaysia (LIAM), Persatuan Insurans Am Malaysia (PIAM) and the Malaysian Takaful Association (MTA) have issued a joint press statement on the finalised details of the COVID-19 Test Fund (CTF). The RM8 million CTF has been pledged by the insurance and takaful industry in support of the Ministry of Health’s (MOH) efforts to conduct more COVID-19 tests for Malaysians.

Insurance policyholders and takaful certificate holders of group/individual medical and health insurance policies and takaful certificates who have been referred by registered doctors to undergo COVID-19 tests are eligible to claim from the CTF.  This is available for tests done at recognised private laboratories listed on the MOH website with effect from 27 March 2020.

On 11 April 2020, LIAM, PIAM & MTA have broadened the reimbursement eligibility to encourage more insurance policyholders/ takaful certificate holders to undergo COVID-19 tests. Click here to read the press statement.  

Under the revised eligibility, all the policyholders/certificate holders can claim from the CTF if they:

  1. have acute respiratory infection (sudden onset of respiratory infection with at least one of: shortness of breath, cough or sore throat) with or without fever; OR
  2. are deemed as persons under investigation (PUI) as defined by MoH (latest version below); OR
  3. in contact with a positive COVID-19 case (as per MoH’s definition), and, have been referred by a doctor (registered with the Malaysia Medical Council)

In addressing the needs of policyholders/certificate holders to protect the healthcare front liners from the risk of COVID-19 infection, LIAM, PIAM & MTA have expanded the eligibility criteria on 13 May 2020 to include tests required for hospital admission for emergency and semi emergency surgeries. The eligibility will be based on the following:

  1. Emergency means a situation where a patient requires immediate and life-saving intervention;
  2. Semi-Emergency means a high-risk patient whose condition could easily deteriorate or who presents with symptoms of a condition requiring time-sensitive treatment.

Effective 23 December 2020, the insurance and takaful industry has taken a proactive step by broadening the eligibility criteria of the COVID-19 Test Fund (CTF) to include all asymptomatic individuals under an individual/group medical and health insurance/takaful policy/certificate (MHIT) policy. Asymptomatic patients refer to individuals who may have been infected by the virus but do not have any symptoms of cough, sore throat, flu etc.

The CTF reimbursement is limited to one test per policy/certificate holder only and the reimbursement period is valid until 30 June 2021 or earlier, if the fund is fully utilised.

The policyholder is entitled to claim as follows:

      the Order for Supervision and Observation at Home Form

    1. MyKAD (2 sides; front and back) for Malaysians or passport for non Malaysians

    2. Original receipt for the Covid-19 test

    3. Laboratory Report
